The year 2006 is the first year that the Chinese government starts the eleventh five-year plan, although the post-transition period of China’s entry into the WTO is about to end, some restrictions of market entrance still remain. Especially as service and trade industries will be expanded to the outside. Providing more investment opportunity to multinational companies in area’s such as commercial trade, distribution service, finance, insurance and logistics fields and some influences at deeper levels will emerge.

　　In order to help foreign investors have a better and dynamic understanding of latest regulations and policies about foreign investment, under the special support of the HK and Macao Affairs Office of the State Council and Shanghai Waigaoqiao Free Trade Zone, on April 7th and 8th Shanghai Eliax Century organized 2006 Revised Regulations, Policies and Research Seminar for Foreign and Hong Kong/Macao Invested Enterprises in Mainland China in Beijing Century Golden Resources Hotel Five VIP including Director General Jingyan Hu from Department of Foreign Investment Administration, Ministry of Commerce of PRC(will be inaugurated as director general of Department of Service Trade Administration Ministry of Commerce of PRC), Section chief Hu from Department of Processing Trade & Bonded Supervisor of the Customs General Administration, Section chief Wang from Department of Foreign Invested Enterprise Registration, State Administration of Industry& Commerce, Section chief Mu and Ma from comprehensive department of State Administration of Foreign Exchange and Director assistant Danian Jian from Management Committee of Shanghai Wai Gaoqiao Free Trade Zone attended this seminar to explain and research the latest regulations, detail enforcement procedures contained in Decree 8 and other related regulations, especially discussed the questions about new operation mode, branches establishment and the Customs and department of foreign exchange operation after enterprises obtaining distribution rights according to Decree 8, and have a face to face communication with senior manager from HK SARS, Japan, France, the U.S., Germany, the Netherlands Korea and other countries enterprises.
