China’s great attraction to foreign capital is not only from its huge market potential, but also from constantly improved infrastructure and a stable legal environment. With the increasing degree of China’s marketization, in respect of foreign investment policy making, China will focus on creating a fair competitive market environment and strengthen the later-stage management and service for foreign-invested enterprises in 2010.
State Council executive meeting, which was held the end of last year, made a definite plan for 2010 China’s utilization of foreign capital, and the key points are as followed:
revise the “Catalogue of Industries for Guiding Foreign Investment”
enlarge the open fields; encourage foreign capital to invest: (1) high-end manufacturing; (2) high-tech industry; (3) modern service; (4) new energy and energy-saving environmental protection industry
In the meanwhile, the introduction of a series of policy documents, about promoting the diversification of the use of foreign capital, encouraging foreign capital involving in the reorganization, transformation, and merger of domestic enterprises by merger and acquisitions, expending domestic financing channels for foreign-invested enterprises, deepening management system reform of foreign investment, comprehensively clearing approval items involving foreign investment, creating a favorable environment for investment, regulating and promoting the development of various development zones, and improving foreign exchange administration, tax administration and Customs transaction management of foreign-invested enterprises, will also have a special impact on foreign investment environment in 2010.
Six years has witnessed ELIAX’ consecutive and successful holding of “Latest Regulations and Policies Interpretation & Seminar for Foreign-Invested Enterprises and Hong Kong/Macao-Invested Enterprises in Mainland China” in Beijing. In order to fulfill the needs of foreign-invested enterprises, Hong Kong/Macao-Invested Enterprises to have a comprehensive understanding of all laws, regulations and policies related to foreign investment in 2010, and help them have a more synchronized and systematic understanding of the spirits of latest policies, regulations and supporting documents and the new environment foreign investors will face up to in mainland China 2010, with the special support of the Hong Kong and Macao Affairs Office of the State Council and Shanghai Integrated Free Trade Zone, we have invited some principals and leaders who have formulated regulations and policies from Ministry of Commerce, State Administration of Taxation, General Administration of Customs, the relevant departments and bureaus of State Administration of Foreign Exchange and Shanghai Integrated Free Trade Zone Management Committee to attend “2010 Latest Regulations and Policies Interpretation & Seminar for Foreign-Invested Enterprises and Hong Kong/Macao-Invested Enterprises in Mainland China”. They will explain the latest regulations, policies and relevant procedures in details and have a face-to-face discussion with all the distinguished guests attending the seminar, so as to build a service platform for direct communication between foreign-invested enterprises, Hong Kong/Macao/Taiwan-invested enterprises and government authorities. |
