2008 Latest Regulations and Policies Interpretation & Seminar for Foreign-Invested Enterprises and Hong Kong/Macao-Invested Enterprises in Mainland China was held on March 18th

      2008 will play a significant role in inheriting the past and ushering in the future for the investment and development of foreign-invested enterprises and Hong Kong/Macao-invested enterprises. With the further expansion of China’s opening-up to the outside and the gradual phasing-out of the transitional period of China’s entry into the WTO, the commitment of the Chinese government to opening over seventy service sectors will be comprehensively implemented, and moreover, the foreign investment fields will be broader. In order to adapt to the new trends in world industrial restructuring and the shift in China’s growth mode, to readjust industrial structure, and to meet the need of creating an innovative country and building a harmonious society, the Chinese government timely adjusts and perfects the industrial policies for foreign investment.

      In order to better implement the scientific outlook on development and to strengthen the guide to foreign investment, the two enterprise income taxes for domestic-invested enterprise and foreign-invested enterprises have been consolidated and the Regulations for the Implementation of Enterprise Income Tax as well as other relevant financial supporting policies will be promulgated in succession; the Catalogue of Industries for Guiding Foreign Investment has been revised under the new investment environment; the execution of the Anti-monopoly Law of the People’s Republic of China and the procedures involved the examination and approval of merger & acquisition by foreign enterprises have already been improved; many new significant measures concerning the industrial and commercial administration will be implemented gradually; pilot programs and supporting measures of the administration of foreign exchange also come into being in practice; the step for foreign-invested enterprises to enjoy the nationalized treatment is being accelerated. In addition, the integration of bonded zones, bonded logistics parks and export processing zones will also gain the attention of foreign-invested enterprises and Hong Kong/Macao-invested enterprises in 2008.
